That message was followed 3 days later with a retraction (of sorts). The poster claimed that he was not Publius, but that he had been asked by Publius to deliver an Enigma-style message:

My friends,

i have just posted an extremely fake and obnoxious

message...although i do personally know the real "Publius",

my previous message was false...i was asked by Publius to

post a similar message on a forum of my choice, but he never

said i could assume the persona of Publius. He will be upset

when he finds out...i know it...

again sparked interest in a group of people...I can tell you

the steel heads (the ones that give the page numbers in the

different languages)...

These postings could well be frauds (indeed the poster even says he hoaxed the first one), but let's entertain the possibility that they are real clues for a moment -

'NotPublius' typed eighteen sets of ellipsis, eight sets of '---' and one '>>>'. The only thing to break the pattern of 3 marks was one set of 5 dashes. That seems very like the marks in the Genesis posts.

The next (22 Jul 1998) Genesis post on alt.music.pink-floyd after the NotPublius post starts with "Norm is digging deep." You can see that Norm (aka Heaters) was actively exploring the emerald flames idea on the HyperNews message board. The next Genesis post after that (11 Sep 1998) is the one that mentions "the flames we discussed days ago."

So let us speculate that Genesis took a detour away from a.m.p-f to post a clue in another newsgroup. What, then, is the clue? The idea of turning the artwork seems like a red herring. The actual clue may be where he posted and why. There's a lot of posts in that archive, but just scroll through them and read the subject lines... HyperNews
The conversation on HyperNews at the time was extremely unusual for a Pink Floyd board for one reason - people were discussing the synch between Dark Side and The Wizard of Oz in depth and in an intelligent manner.

My speculation is this - Genesis was trying to draw attention to the discussion of the synchs. Note the term that NotPublius used - emerald flames. Emerald City & the first flames of discussion about the synchs.
